In a statement sent to the press – including Maan News agency that circulated it – Barghouti declared that “that all Palestinian territories are under occupation and there are not any Palestinian territories left to threaten. The response to Netanyahu’s threat to halt transfers of money the National Authority requires the Palestinians disengage from the Paris economic agreement, which imposes restrictions on the Palestinian economy.”
Dr Barghouti added that "The declaration of a Palestinian state on all the occupied territories, including Jerusalem, must be accompanied by steps such as finding alternative approaches to adopt a unified strategy based on the popular resistance and challenging Israeli occupation and insurgency against the Oslo restrictions and classifications of the Palestinian territories (A,B, C areas) " He also urged for “new structural designs and expansion of cities and villages to include areas "C". He also emphasized "the need for boycott actions of Israeli goods produced inside West Bank settlements", adding that “ boycott campaigns should be adopted by all official Palestinian bodies.” He also urged “international community to immediately adopt international sanctions on Israel until it fulfills its obligations under the international law.” Dr. Mustafa Barghouthi urged the PLO Central Committee to “implement declaration of a unilateral Palestinian State within 1967 borders, including Jerusalem and to ask the United Nations to endorse an independent State” and called for “the implementation of “the International Court of Justice sentence, which in 2004 declared the illegality of the wall and asked for its removal or rerouting.” Part of the statement was published on Maan News:
